If i buy a game on steam (say...Mass Effect?) would i be able to install it on multiple computers... and play it without an internet connection? (after the games been activated or whatever)

I'm not entirely sure. I DO know that WITH an online connection you can play steam on multiple computers. Just install steam on the computer you wish to play it on, and use your existing login and password and your games will all be there, at least the ones you've registered to your account through steam.

You might be able to pay them offline after you finish re-downloading them, which is required after you switch your steam client to a new PC. Once you do so, it's just a question of whether you can normally play them offline or not. I thought that an internet connection was mandatory, but you can give it a try. Theoretically it should work.

Yes you can. You can play the games without a internet connection.
